public class LocalServiceStartCompleteEvent
extends AWTEvent

The LocalServiceStartCompleteEvent is fired when a LocalService has started; whether successfully or not. Adding a LocalServiceStartCompleteListener to an already started/failed LocalService, also fires this event.
