Remarks
Changing rotation angle of a map does not change its scale. As a result when the
rotation angle is other than 0 or 180 degrees, portion of the current extent will not be
visible on the map. RotatedExtent returns an envelope that bounds the rotated map
extent which includes areas outside the map view.
