WMTSLayerFactory theWMTSLayerFactory = (WMTSLayerFactory) obj;

Construct a WMTSLayerFactory using a reference to such an object returned from ArcGIS Engine or Server. This is semantically equivalent to casting obj to WMTSLayerFactory.
