No se puede conectar al administrador de licencias

En el equipo de usuario final, se puede mostrar el siguiente mensaje si el software de ArcGIS no se puede conectar al administrador de licencias:

The server (lmgrd) has not been started yet, or
the wrong port@host or license file is being used, or the
port or hostname in the license file has been changed.

FLEXlm Error: -15, 10. System Error: 10061"WinSock: Connection refused."
There are two variations of this error.

Error 1

FLEXlm Error: -15, 10. System Error: 10061"WinSock: Connection refused." 

Error 2

FLEXlm Error: -15, 29. System Error: 10061"Winsock: Connection refused."

Causas

No se está ejecutando el Administrador de licencias de ArcGIS. Esto se puede deber a varias razones. Compruebe el estado del administrador de licencias y reinicie el servicio de licencias si es necesario. Consulte el archivo de registro de depuración para obtener más información sobre los errores.
