Options for specifying how the TimeOfDay parameter value will be used.

Value	Description
esriNATimeOfDayNotUsed	Even if the TimeOfDay value is specified, it will not be used during the analysis.
esriNATimeOfDayUseAsStartTime	Use the specified TimeOfDay value as the departure time.
esriNATimeOfDayUseAsEndTime	Use the specified TimeOfDay value as the arrival time.
