Using the Center On Target tool
As its name implies, the Target tool directly manipulates the target location. When you click in the 3D view to set a new target location, the observer location will remain the same and will center its view on the new location. This is similar to standing still and turning your head to look at something different.
By setting a new target location, you are also preparing the 3D view for other uses. For example, rotating the 3D view after using this tool will pivot around the new target point, making that location the focus of the animation.
Steps:

Click the Center On Target button from the Tools toolbar.
The pointer changes to indicate the Target tool.
- Click once in the 3D view, either on the surface or on a 3D object.
If the Center On Target button is missing from your Tools toolbar, you can add it by going to the Customize menu and clicking Customize Mode. Click the Commands tab and search for the button under the Viewer Category, then drag the icon onto the toolbar.
The target is updated and centers the view to the new location.
Tip:
- The Center On Target tool functionality is also exposed when using 3D navigate tool by pressing and holding CTRL and clicking the pointer.
- In ArcGlobe, if the view is in Global mode, using the Center On Target tool switches the navigation mode to Surface mode.
