Error

The overview raster dataset referenced by the mosaic dataset item has not been completely processed.

Description

The overviews of one or more mosaic dataset items have not been created properly and has a CATEGORY of partial overview or unprocess overview.

Solution

Use the Build Overviews tool with the Define Missing Overview Tiles option unchecked.
