Description

The layer selected from the Geography Level parameter must be a valid Business Analyst dataset (BDS). The current dataset will be either ArcGIS\Business Analyst\Datasets\USA EBIS.xml if USA (ESRI) is chosen in the Business Analyst options or ArcGIS\Business Analyst\Datasets\Canada ESRI.xml if Canada (ESRI) is chosen. This error occurs if the selected dataset cannot be found.

Solution

The dataset is either corrupted or not a standard BDS layer. Verify the dataset exists by browsing to the following directory on the local machine where Business Analyst is installed: ...\Program Files\ArcGIS\Business Analyst\Datasets.
