Description

This error occurs if any geoprocessing function is running and Business Analyst isn't licenced or a Segmentation Analysis/Profiles is executed and the Segmentation extension isn't licenced.

Solution

Verify that the ArcGIS license for Business Analyst and the data license are activated.
