Description

The reference scale of the annotation feature class is not the same as the reference scale of the data frame.

Solution

Change the reference scale of the data frame to match the reference scale of the annotation feature class. It is also possible to change the reference scale of the annotation feature class to match the reference scale of the data frame. Note: Both changes will result in a change to the way features are displayed in the map.
