An error occurred within the topology engine subsystem that determines the spatial relationships.

Solution

Run the Check Geometry tool on all the inputs. If geometry problems are discovered run the Repair Geometry tool on the input. Add all inputs into map and visually validate that the inputs are in the expected location.
