Description

Address locators in ArcGIS 9.2 or higher cannot be created inside a personal geodatabase older than version 9.2.

Solution

In ArcCatalog, right-click the personal geodatabase and click Properties. In the Database Properties dialog box, click Upgrade Geodatabase to upgrade the personal geodatabase to the current version.
