Server administration in ArcGIS for Desktop

From an administrator connection (an Administer GIS server connection) in the Catalog tree in ArcGIS for Desktop, you can start, stop, and delete services. You can also view service properties.

Under the administer connection, right-click the service you want to administer. Use the Stop command to stop the service and the Start command to start it again.

From the context menu, you can also open the service properties. However, you cannot edit them from here. To edit service properties, you can either edit a draft service definition, if the service has not yet been published, or you can overwrite the existing service with a new definition. This is done from the Share as Service wizard opened from the File menu in the source ArcMap document.
