Description

Buffer's End type parameter can be used only with an ArcInfo license. Specifying FLAT will fail with an ArcView or ArcEditor license.

Solution

To use Buffer's End type parameter, an ArcInfo license is necessary. If using an ArcView or ArcEditor license, you only have the option of setting a ROUND end type.
