Description

The output annotation feature class does not reside in the same database as the input annotation feature classes.

Solution

Save the appended annotation feature class to the same database in which the input annotation feature classes are. You can then copy and paste the annotation feature class to a different database in ArcCatalog or use the Copy Features tool to move the data.
