  IMxDocument mxDoc = m_app.Document as IMxDocument;
  INotifySelectionBlock foundBlock = new FoundBlock();
  connectedCells.LocateByDiagonalOfEnvelope(1000, true, true, true, mxDoc.ActiveView.Extent, foundBlock, null, null);
}

Also create a new class (FoundBlock) with the following code.
