If you use Microsoft SQL Server, an issue has been found where after applying 9.3.1 SP1 you can no longer view data in Raster catalogs stored in SQL Server. Please see Technical Article 37463 for more information. To fix this issue simply install the ArcSDE 9.3.1 SP1 SQL Server Raster Catalog and Raster Field Patch.

We recommend that all ArcGIS 9.3.1 customers download and install Service Pack 1 at their earliest convenience, to ensure the highest quality experience when working with ArcGIS 9.3.1.

ArcGIS 9.3.1 Service Pack 1 contains critical fixes and new functionality. It is recommended that all users install this update.

It is important to keep all versions of ArcGIS products installed on the same machine in sync to avoid any software conflicts.
If you use ArcIMS 9.3.1 or ArcSDE 9.3.1, you must also install ArcIMS 9.3.1 Service Pack 1 or ArcSDE 9.3.1 Service Pack 1. For example, if you use ArcIMS 9.3.1 and ArcGIS 9.3.1 Desktop, install both ArcIMS 9.3.1 Service Pack 1 and ArcGIS 9.3.1 Desktop Service Pack 1. Since ArcIMS 9.3.1, ArcSDE 9.3.1 and the ArcGIS 9.3.1 products share common DLLs, it is important to keep the software release versions in sync to avoid any software conflicts.
Service Pack 1 is supported with the ArcGIS Desktop 9.3.1 Evaluation Edition.
The ArcGIS Server Post Install will automatically launch after the update has been applied. If this doesn't happen, please be sure to launch the GIS Server Post Install and Web Applications Post Install (if ArcGIS Server .NET is installed) manually from the shortcuts found in your Start menu. The GIS Server Post Install will prompt for the ArcGIS Server Object Manager (SOM), ArcGIS Server Object Container (SOC), the GIS Server Manager (on ArcGIS Server Java) and the GIS Server Webservices (on ArcGIS Server .NET) user accounts and their associated passwords. To avoid disrupting the operation of your server installation you will need to use the exact same accounts and passwords that you used when you initially installed ArcGIS Server (or the last time you ran the Post Install). If you don't remember which ones you used you can have the Post Install create new ones for you, but you will need to update the permissions on your data and non-default output server directories to grant access to the new ArcGIS Server Object Container (SOC) account. Additionally, if you previously had large caches associated with cached Map or Globe services it may take a very long time for the Server Post Install to alter the permissions on the large number of files in your caches (see Technical Article 32766 for a suggested workaround). The ArcGIS Server for the Microsoft .Net Framework setup has a Service Pack 1 setup named ArcGISServerDotNet931sp1.msp.
The 9.3.1 service pack 1 release also includes a setup for the Web Application Developer Framework (ADF) Runtime. This Runtime installation
is installed on production machines where you plan to deploy Web Mapping Applications built with the Manager or the Web
ADF. The ArcGIS Server for the Microsoft .Net Framework Web ADF Runtime setup has a Service Pack 1 setup named
ArcGISServerWebADFRuntime931sp1.msp. You would only need to run the ArcGISServerWebADFRuntime931sp1.msp if you had run the
separate Web ADF Runtime install when you installed 9.3.1 Final.
A machine that has the ArcGISServerDotNet931sp1.msp installed would not require an installation of the
ArcGISServerWebADFRuntime931sp1.msp.
ArcGIS 9.3.1 must be installed before you can install Service Pack 1. Service Pack 1 is cumulative and contains the fixes from all previous 9.3.1 patches. If you have a previous patch installed, you may apply Service Pack 1 over it to update the required files.

To find out what ArcGIS products are currently installed on your machine, download the PatchFinder931.exe utility and run it from your local machine. This utility provides a report detailing which ArcGIS products and which service packs have been installed. The report is displayed when the utility is run and a servicepack.txt log file is created in your temp folder. The Service Pack Finder utility searches for the following ArcGIS products.

Extract the tar file by typing:
